Program Objectives

The New Initiatives Grants Program, facilitated by the City of Regina, uses an outcomes-based funding model. All applications are assessed based on their alignment with the City’s funding objectives:

Cultural Heritage Preservation

  • Preserve and celebrate Regina’s rich cultural heritage, including historical resources and spaces.
  • Support the preservation of intangible cultural assets like languages, traditions, and stories.
  • Animate public spaces and parks through placemaking initiatives, festivals, and events.

Strengthening Arts and Culture

  • Support the growth and sustainability of Regina’s artistic and cultural communities.
  • Build stronger community ties through partnerships and collaborations.
  • Enhance access to and awareness of the arts for all residents.
  • Provide direct support to artists to nurture their work and creativity.

Diversity and Inclusion

  • Address the cultural needs of diverse and equity-deserving groups, including First Nations, Métis, Inuit, ethnocultural minorities, newcomers, 2SLGBTQIAP+, and individuals with disabilities.
  • Strengthen the cultural presence of Indigenous communities in Regina.
  • Preserve the history and contributions of Regina’s immigrant communities.
  • Promote intercultural relationships and celebrate diversity.

Truth and Reconciliation

Cultural initiatives under this program aim to:

  • Implement the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP).
  • Address specific Truth and Reconciliation Commission Calls to Action.
  • Respond to the Calls for Justice for Missing and Murdered Indigenous Women, Girls, and 2SLGBTQQIA+ individuals (MMIWG2S).
  • Share and celebrate the stories and cultures of Indigenous Peoples.

Funding Information

The program offers two funding levels:

  1. Minor Funding: Up to $10,000 for projects (new initiatives or annual activities) completed within 12 months.
  2. Major Funding: Between $10,001 and $30,000 for larger-scale projects or activities completed within 12 months.

Grant Period: May 1, 2025, to April 30, 2026. Projects requiring more than 12 months may be considered with prior approval.

Eligibility Criteria

Organizations must meet the following requirements to apply:

  • Non-Profit Status: Must be a registered non-profit with active status for at least one year by the application date.
  • Location: Based in Saskatchewan or operating as a provincial organization serving Regina residents.
  • Financial Management: Must demonstrate sound financial accountability.
  • Activity Management: Responsible for planning, implementing, and evaluating proposed activities.

Additional Requirements for Annual Activity Proposals:

  • The organization must have successfully conducted at least one cycle of the proposed program or activity.
  • Biennial programs are eligible for funding but will only receive support in years when they take place in Regina.

Ineligibility Criteria

The following entities cannot apply for funding under this program:

  • Educational institutions such as universities, private schools, or post-secondary institutions.
  • Municipal service providers like fire departments, police, and libraries.
  • Healthcare organizations, including the Saskatchewan Health Authority and hospitals.
